Fuel Filter difference?

Is an auto inline fuel filter, such as a NAPA Gold filter, the same as a filter made for a boat motor?

Having not a clue as to exactly what that filter is, or what engine you are running, I can't answer the question. But here are a couple of thoughts:
The old wives tale about filters straining out the oil is pure and simple BS.
However, a too-small filter or super-fine filter CAN cause enough restriction to impede the flow and starve the engine for enough fuel to run. Remember, compared to cars, boats are super gas-guzzlers and a lot of fuel has to get through there to be guzzled.

The fuel filter I am using is pretty big. I am just having trouble with WOT RPM;s at 2500 and was grasping at straws as why. It just didn't look like it was filling all the way up to the top of the filter body but it will run like this. Should the filter be full all the way to the top completly filling the container around the paper filter inside of it? I have done everything to this motor and it still just won't rev up (under power).

Transparent fuel system parts should be outlawed. Everybody gets stressed out because they don't fill completely up. And they very seldom do fill completely. You would be surprised at all the old OMC motors that ran with their glass filter bowls EMPTY!!
