Fuel filter

I have a 2000 Mercury 200 outboard and I cannot find the fuel filter. The fuel/water separator is located on the port side of the engine.

Also, when I have three or more people onboard the engine will start missing and not run well when it reaches around 4000 rpms. When it is just me onboard, it runs fine. Thoughts?
