Fuel gauge not working

When I turn the key on the fuel gauge will twitch but the needle does come up. Can someone tell me the test proceedure for the gauge/sending unit?

I do have 12v going into the gauge but the wire going back out to the sending unit does not have a full 12v. I also hooked up ohm meter to sending unit. When I rock the boat the ohm reading changes like the sending unit is registering it.

Teleflex has a test procedure for checking gauge and sender. With the sender line disconnected, the sender should measure 33 - 240 ohms from one extreme of the float to the other. You need to remove the sender to check it.

I will take it out and test it. I measured across the terminals but I got a much high reading. I can't remember exactly but it was over 400k ohms.

You can't measure across the terminals because you'll be measuring resistances in parallel. That said the reading would have been lower, not higher. Sounds like an open circuit sender. Pull it out and measure it. There are quite a few different resistance ranges for gauge/sender combinations. Some are 0-90 ohms, some are 0-150 ohms, but the most common in boats is 33-240 ohms.

To test the gauge, disconnect the sender, the gauge should read empty. Now connect a wire from ground to the 'sender' terminal, gauge should read full.
