Fuel In Vent Line from Pump to Carb

I have a merc 140 and the clear plastic line from the fuel pump to carb was clogged with bright green gum (fuel I think) on both ends of the line. Does that mean the pump needs to be replaced? Could that be the cause of engine cut off when going from idle to Fully open throttle? I have already rebuilt carb and that didn't fix the cut off. Thanks in advance.

If there is gas in that line, then the problem is usually a bad diaphram in the fuel pump. It will need replacing if that is the problem.

Take the line off and clean it out. If you cant clean it, replace it. Put it back on and keep an eye on it. Unless you are running two cycle oil I do not know why it would be green
