Fuel line connections and Fuel Pump

I have a Evinrude 70hp E70TLCRD. All the fuel lines are connected with tie wraps and are really loose, I can turn the hose with my fingers easily. Should I replace the tie wraps with Stainless hose clamps?
Also, I was checking the fuel pump for air leaks by blowing (by mouth) on the intake and holding my fingers over the outputs and it seemed to be leaking air, thats not right is it? I did take it apart to check the diaphram and that seemed good. Hopefully I didn't damage anything.
The reason I'm looking at the fuel lines etc. is because I'm not getting full rpm. It surges at WOT but runs great from 0-4500 approx. So I was thinking air leak in the lines or bad fuel pump, thinking fuel delivery problem...
Carbs are cleaned linked and synced on dyno professionally, new fuel hose and primer bulb kit. Ball doesn't stay really hard and no change when I squeeze at WOT. But when I ease down to 4500rpm the boat cruises.
I should be running at 5000rpm, I have the correct prop.
HELP PLEASE

i would use clamps
u need a mitgh vac to test fuel pump
