Should a fuel line bulb be totally void of fuel after a day or two of inactivity?

I'm trying to track down the source of a fuel delivery problem and have noticed that my fuel bulb is totally void of fuel after a day or two of inactivity. I've checked all the fuel line connections and haven't found a leak. Fuel line/bulb were new last season.

Could a small hole in the fuel pump diaphram cause the loss of the prime in the fuel line, but still pump enough fuel to keep the motor running at higher RPMs?

Thanks!
