fuel problem 15hp

just got a 15hp model 15r75c outboard engine will start if you spray fuel into cylinders ,removed carb and it was clean ,have fuel up to the pump,but when you turn the motor over no fuel will pumps out of the pump to the carb,if you squeeze the primer bulb fuel will come out ,should fuel come out when you are turning the motor over ? engine has approx 120psi of compression on each cylinder ,have very good spark also ,any suggestions or help would be appreciated ,dont want to buy parts we dont need

Yes, it should pump fuel out of the fuel pump nipple if you turn it over. Sounds like you need a new fuel pump.
