fuel problems

Need a little help
I have a 1979 200hp v6 mercury outboard that is acting like it is starving for fuel when i start it up Carbs were rebult last year. I have a new starter. Brand new batteries. All brand new battery cables. brand new plugs. When I start the motor my power drops down from 12.4 volts to 9.6 I can put a starter fluid into the carb and she fires up. It will stay running until i shut her off. I found out that starter fluid is really not good for your motor. Motor starts and runs awsome when it is warm. It is only when the motor is cold that she dont want to start.
I anyone that has input to why the motor will not start that would be great.

Its normal for voltage to drop when starting as the starter draws a lot of current. What does it come up to after starting? For the cold starting problem, check your choke.
