fuel pump? carb needles?

Okay, so boat ran fine from mid-april thru the end of june, now when I begin to get the boat up on plane it surges and sometimes dies. Now I know, everybody is probably cursing me about it being a fuel system issue, which it clearly is...so all new filters, new anti-siphon valve, no blockages in any of the fuel lines, carb was rebuilt shortly after purchase last year, fresh fuel with a fuel cleaning agent. The fuel pump does come on when key is turned, and sometimes makes a whining noise that increases in pitch as if it is being restricted (also, take vent lines also checked and are clear so tank should not be creating a vacuum). On the water it starts, idles, and runs fine at low rpms and the surging doesn't happen until I am leaving the harbor or out of the harbor. It can be intermittent also...the first day it was maybe twice on a 4 hour trip..didnt really surge but more of a quick hesitation, got progressively worse up to maybe the 4th time (tried adding fresh fuel and filter change between first time and 4th time, nothing seemed to help, problem only got worse.

Has anyone had a fuel pump that cuts out intermittently? The boat sounds like it is surging for fuel, and when I cut the throttle back it either returns to normal engine running or stalls out completley (sometimes difficult to restart, sometimes will not start for 20 minutes)

Or could it be some clogged needles in the carb that restict fuel flow when I try to give it some throttle? I have not tried messing with the carb really other than the fuel additive...any advice or experience with similar issues would be greatly appreciated!

ok so after doing some more digging, I found a few posts that have similar issues to me and most refer to a intermittently working fuel pump...still would love to hear some advice but will be trying a new fuel pump tomorrow, hopefully I can find one for a reasonable price
