Fuel pump not getting power via relay switch

Greetings,

I've got a volvo-penta 4.3GS PBYC. The serial number has some how vanished from the plate it used to be on.
My problem is fuel. I started with replacing the relay switch, then the fuel pump. When the motor to turned to the start position there is still no power being sent to the pump.
However, when I by pass the relay switch, the new pump powers up.

I broke down out on the water and was able to run the fuel line from my kicker motor over to the volvo fuel pump and was able to run home as normal after I pumped up the bulb to deliver fuel, but it did run a little rough at idle speeds.

What delivers power to the relay switch? There is power to one of the five plugs on the relay switch fitting that shows over 12 amps(?), but not on any of the other 4.
Any idea where I need to trace back to?

Also, what's the difference between a 4.3 GS PYBC and a 4.3 GL PBYC?
