fuel pump not pumping fuel

Well I have a 1998 johnson 225 with a VRO fuel pump, I recently rebuild the pump with the two recommended kits since the boat sat for about a year and the seals dry rotted from sitting, anyway now after the rebuild the pump will not pump fuel, to check and confirm why the motor wont run for more than a minute I started the motor and removed the fuel line on the pressure side of the pump and absolutely no fuel was coming out. Any ideas why this would be happening since it has all new seals and components inside.

Airmotor in pump not working and it pumps fuel in pulses not steady stream, every time you hear it click that is a pulse output (about 3 a minute)

ok so how long should the motor be running before it begins to pump the fuel, I had the motor running for about a minute when I remove the fuel line and still nothing, is there a way to check that the pulse is working.
