Might help if we knew what engine......... and maybe a little about it, like full model number or serial number.

Might make things easier. LOL.

I just replaced my 95 Volvo 7.4 with a new long block.
I ran through the troubleshooting chart you posted and found that my powered TL powered the fuel pump when I touched that terminal of the relay. At that point I tried starting at it fired right up.

Now, the pump makes a sort of whining noise and gets a little hot in only a minute.

I guess I can assume the pump is on its way out.

Ayuh,.... Possibly, or possibly the tank ain't givin' up it's fuel, causin' the pump to work harder than it should,...

Is the fuel filter clean,..??

Air causes the whine. may be an air leak in the line from the tank to the pump (Use mini clamps on the hoses), or you may have paint blocking the inlet screen of the pump itself. Common problem with Volvo filter housings lately. Seems the ethanol in the fuel is removing the paint.
