Fuel Pump??

So I have rebuilt the carbs on my 2004 40hp 2 stroke and it starts and idles fine. The problem is that when I try to apply throttle, while the boat is in the water, I get very limited power. Boat will not even plane and cuts off if you apply full power. I pulled the hose off of the fuel pump and it is pumping fuel. Here is the strange thing, If I pump the bowl JUST RIGHT while applying throttle I can get full throttle??? The boat planes and motor seems to run fine. Stop pumping and I am back to barely running.... Fuel Pump or is there another issue???

test fuel pressure/vacuum to make sure pump is good and supply is not restricted

I was always told if you squeeze the primer ball and the motor picks up it is the fuel pump.
