fuel question 225 Johnson, fuel water seperator

I have the old type f/w seperator that just looks like an automotive oil filter. I put a new filter on and filled the filter about 90% full with fuel before putting in on. Keep in mind that on my boat, the bulb is between the filter and the motor. I tried to pump the bulb and got nothing. How to I get the line primed again? the bulb is doing nothing.

Try holding the bulb in a vertical position.

the bulb is screwed to the transom and I really can't move it in the vertical unless I take the clamps loose. Im probably gonna do that anywaydecided to replace the fuel line since Im doing other fuel maintenence.
