Fuel running back to tank after sitting a while

1. Hooking a clear line to the carb side of the fuel pump, after pumping gas up to the clear tubing it will slowly leak back into the fuel pump. Pump rebuild?
2. Hooking clear hose to gas line before the fuel pump, gas will drain back to tank. Is there supposed to be a check valve in the bulb?
Fuel pump had a kit put in last year and I took it apart looking for trash but didn't find any.

The primer bulb has check valves in it or it wouldn't work. If the bulb is positioned horizontally rather than vertically it is possible the valve may not seal and allow some back flow. The real question is, does the engine run ok? Are there any air leaks in the system?

I'm going to try new bulb first. Motor runs good, doesn't seem to be starving for fuel. After fishing for 20min. or so when I start the motor and idle away It will cut off and I have to pump fuel in to get it started. Bulb is empty.
