Fuel Separator problem Scout 17ft Sportfish

I have a Scout 17ft Sportfish, with a 90 Yamahaa. The Yamaha has a fuel separator. I can drive about five minutes and it fills up with water/fuel. I empty it out and it fills right back up. Should it be filling up so quickly? If not what should I be looking at?

Not sure I understand the question. If it is not full of fuel the motor won't run. If there is constantly water in it, then you need to drain the tank.
