Fuel Starvation & Idle Adjustments

115 v4 Yamaha 1987:
Just recently rebuilt my carbs, motor was running great. I'm waiting on getting my hands on a shop tachometer to do the final tune up steps in my Seloc manual. I was out the other day and my primer bulb collapsed and the motor stalled (due to fuel starvation, right?) I hooked up a new tank and got it running again, it was hard to start, needed ether and it wouldn't idle. I was able to get it to idle better by adjusting the pilot screws out 1 turn. This is a ways from initial specs though. I know I need to do the proper tune ups anyway, but I was wondering if this sounded like a seperate problem?
