Fuel tank check valve, 1989 21' Marathon weekender w/ volvo 231

hey guys, not sure if they are even installed so before I tear into the boat structure, I was wondering if anyone knows if a boat typically has a check valve built into the fuel tank? I tried to syphon fuel out of the tank today from the fuel pick up and it wouldn't syphon out. I could pump it out with a hand held pump but it wouldn't gravity feed out of the fuel pick up tube even after I filled my syphoning tube. Is this normal for a boat? I can get to the fuel sending unit, but the tank is integral to the boat. Any help would be appreciated, tryin to figure out why it won't idle and fuel delivery is suspect. I am cleaning the carb since it was in horrible shape, drained a lot of fuel out today got some good clean stuff in it now, and just trying to get all my challenges taken care of before I try to fire it up again, pretty soon it will be time to put it away for the winter.

There is a check valve (called an anti siphon valve) installed in the top of the fuel pickup tube. From the outside, it just looks like a hose barb fitting, but it has the check ball in it.
