Fuel tank reconditioned. Pump needed?

Yo boat folk.
Now the army events are almost all over i can get back to finishing the boat...
Now, where was i...?
Oh yes.. the fuel tank.
Spent the afternoon plumbing in new fittings.
This tank was in pooooooor shape.
Pulled out residues the size of a football.. really! 10 year old fuel with nut shells from the mouse? your guess is as good as mine.
Anyway, its all clean inside now and as you can see from the pic (ATTACHED) has a new twin filler plate on top (recreated this avo to the original which was eroded.)
Dug deep into my pipe fittings drawer for enough fittings for the lower fuel send and the return (top ).
QUESTION:::
Do i need a fuel pump for this? The engine has its own.
The fuel line runs fairly level until it gets to the engine bay where it raises about 1 ft.
Like i say, the fuel pump on the engine should draw it up but there was a twin SU pump it the boat in poor shape.
Noisy old thing... can't help thinking it was for a previous engine.
For those that don't know this tb has a marinised engine from a car..
A Ford 2L V4 petrol with 32/32 Weber carb mated to an OMC 1968 Stringer drive.

I think it is commonplace to have as much as a foot rise from the fuel tank to the engine's fuel pump. You could always install a oneway check valve, on the line, just short of the engines fuel pump. Then the fuel would not drain down very far if the fuel pump did not hold vacumm. Not sure what you me re: "a twin SU pump", but it sounds like maybe it was electric. I do not think you would need one.

I also cannot fathom the meaning of this; "has a new twin filler plate on top".
I see the device on the top of the tank but cannot devine it's purpose.
