1985 Champion 184 fish and ski, 1985 evinrude xp150.

I am redoing this boat. The boat has a 24gal plastic fuel tank inside the tank there is a filter looking item with a metel rod inside the screen there is a thin cable attached to this filter looking item. Can anyone tell me what this is.
