There are two metal silver discs. Do both of them sit on top of the two springs that push on the diaphram?

Yes, one spring pushes out (long spring) one spring pushes in (short spring). The long spring goes where the check valves go. The short spring goes at the bottom. The metal caps go on to the springs to protect the diaphram from the end of the springs.<br /><br />The cap for the large spring was revised with a large plastic cap. The little metal cap can work off, causing the sharp end of the spring to puncture the diaphram.<br /><br />Replacement parts for this pump are still available.
