geez. I had a 1990 15 HP carb i had something like this happen. I got it for a cheap because it wouldn't run right after someone rebuilt carb. Someone left a small piece of gasket like 1/4 size of pinky nail in it. It wouldn't run for crap. Got that out and she ran great. it was on the top between the black plastic piece and the middle metal piece that maybe was hard to see because the gasket was also black.
