Fuse box location 2003 Ford Expedition

The owners manual states "lower right side of instument panel, remove cover".
I've looked and didn't see anything that resembled a fuse panel cover. Most have someting engraved in them and simply snap off.
Anyone know if this is something held in by mechanical fasteners? Where is it located?

If it's the same as the trucks (I think it is) remove the drivers side kick panel (essentially the whole lower dash) buy turning the 4 big slot head plastic screws a 1/4 turn. The fuse box is right under there, just left of the steering wheel, with a black snap cover on it...
