Gamefisher 3.5hp question- Nuetral?

I inhereted a gamefisher 3.5 hp outboard without a manual. Does this motor have neutral? It starts and runs fine but it is in gear as soon as it starts. There is no gearshift or shift linkage. Am I missing something? I have had outboards before and have boated all my life but havent seen a motor without neutral.

Model number is 217-585280. Using the model and serial number I was able to confirm the year built is 1980. There is a plate on the upper part of the column assembly that according to the exploded view on searspartsdirect.com is called "Reverse, lock". I cant move this plate although it looks like it could move. Not sure what this is.

Many small motors are in forward gear at all times, there is no neutral or reverse. This motor most likely spins 360 degrees, this is how you reverse the motor, just spin it 180. The reverse lock stops the motor from lifting up when you have it facing backwards.

Your motor has a centrifugal clutch under the powerhead that disengages when you reduce throttle...it's a big advantage when running in shallow water. The reverse lock keeps the motor from kicking up if you had it turned around and hit the throttle...nothing to be concerned about.
I've had a motor like yours for 25+ years and they're very good for small boats or canoes. Look up Tanaka Outboards for books, parts, etc. They quit importing these motors from Japan about 15 years ago because of pollution/exhaust issues. Good Luck!
