Your motor was made by Eska. I really don't know if it has a neutral, but safe to say the overwhelming majority of Eskas do not have a neutral and of those that do, most would not work because the shifter parts were soon rusted together. You start it up and go. Simple as that.

That being a 1980 model it might, my 75 which was a 7.5 had a shifter on the left side

I have a 3hp superbug, and I've read that it's the same as the game fisher 3. These motors were made in Japan and sold here under a variety of names. On my 3, there is no shifter at all...it's a centrifugal clutch. As the rpms come up, it engages. To reverse, you turn the motor all the way around. It's never really in neutral though, even at idle. Never seen the 5...does it have a shift lever?

I checked my data on these motors, and It seems that, depending on the year built, some had a gear shift and some didn't. If it has it, it will be on the left side, (facing the motor) below the power head. If it doesn't, then rotating the motor 180 deg will engage a lock, to keep it from kicking up when it is running backwards.
