When the motor is running in a barrel of water, is water suppose to spray out of the idle relief holes?

My motor at a fast idle, water spews out of the relief holes but when I kick the motor in gear and idle up I don't see any water coming out of the relief holes.

Has impeller ever been replaced? Sounds like the impeller is not pushing the water thru the system.

I don't believe that the impeller has ever been replaced.
