If it's the air cooled Techumseh, check between the carb and it's mounting flange. There is a odd shaped rubber thing stuck in there that is the fuel pump (diaphram?) I think it's supposed to be solid and not slit( it's been a while), and is available at the local sears store or online at the 1-800 number for sears in the phone book. They probably have a manual there also.
