gas coming from exhaust

I have a 91 Yamaha 70 HP and gas is all around the outboard when I start up. What could cause gas to come out the exhaust like this into ocean?? I have other issues like stalling at low RPMS, 4-5 second hesitation during acceleration and hard starting.

either a leaking carb needle or a bad fuel pump diaphram are the 2 most likly causes.
