Gas dripping out of carb when trying to start

Have a 1989 Johnson V6 and when I go to start it I notice gas coming out of carb. Now I have top half of air intake off as I'm trying to diagnose hard start problem. Just rebuilt VRO pump and the one diaphragm on the larger side was swollen to about 125% of new one. I'm guessing a victim of ethanol.

What would cause fuel to drip out. Now keep in mind that I do have motor tipped up as I'm attempting to start in shallow water.

Put it back down to it's normal run position and see what happens.

How often should I push in the key when staring? I never really got any instructions from previous owner. Wonder if part of my ongoing hard starting problems are due to maybe not knowing steps of properly starting. And again, just rebuild VRO fuel pump.

Prime bulb,Lift fast idle, turn key and choke 4 times on the 5th push hold and crank. I just had the same issue on an 89 150.
