gas leaking from carbs

I have a 1999 mercury force 75hp . Problem is wont start and crank it over starts flooding i remove gas line crank a few time and it will start. Plug in gas line and she floods out , any one have any ideas on what it could be. I rebuilt carbs works the first few times and then it starts all over again.

I would suspect that either the carburetor float level is set too high, or the fuel enrichment solenoid (choke) is stuck open. You can temporarily pinch off the fuel supply line from the carburetor fuel bowl to the solenoid to see if that stops the excess fuel.

Like PNW says, I would first guess that it is probably a stuck float. Simple to be misaligned when put back together. I'd check the jet to see if it was not seated properly. IE maybe it is open too much allowing too much fuel in?
