Hello. Pretty sure it is 50:1, using TC-W3 oil. I am in the same "boat" as you. The closest owner's Manual I can find so far is for a 15HP gamefisher. At the hammerwall website:

from other posts on some forums, they keep saying the 9.9 and 15 use the same engine block, etc, etc and that the fuel oil mic\x ought to be the same.

just got mine running, took it for a first quick spin out on the river. runs like a top.

did have to clean out the points really well, and replaced the water impeller. have ordered a CD for the service manual through ebay:
