Gas running out of carb

1999 johnson venom 200 j200stlec.Fresh rebuild on carbs,new fuel filter,idle screws 6 turns out.The lower left carb when looking at motor from the front is leaking fuel from a small brass tube just below the opening of the venturi.It runs out when engine is running and when not running priming bulb it squirts out.I thought the needle might not be seating properly so i broke bowl down and filled bowl with gas and when float goes up no fuel runs out of the fuel inlet.Not sure if this is the way to test float and needle setting but seems like when carb is on engine that the needle is not stoping the flow of fuel when bowl gets fuel and overflow is pouring out of this tube?Has not been doing this since rebuilds just recently.

Anytime carbs are removed for cleaning and rebuild, the very last step should be to invert the carb and gently blow into the inlet fitting. If you can air passes, the needle and seat are not sealing. If air does not pass, its sealing properly. This test does not however, prove that float level is adjusted properly.

With carb turned upside down i cannot blow through fuel inlet.But when cark is mounted to motor and has gas in it fuel will still run out of that brass tube below carb throat.Looking at the float inside of bowl turned upside down the float is very even with the gasket mating surface.My book said this is correct but?Any suggestions please. Thanks
