Gas supply

I have a 93 70hp Evinrude. It has a 20 gallon in floor gas tank. When I pump the primer bulb it never gets hard to pump. I have a hard time starting the motor.Yesterday I put a new bulb on<br />when I had the old one off I sucked on the hose going to the tank and got gas.The new bulb didn't help. After putting gas in the pistons I got it to fire. I had to choke it to kept it running. Then I got to the bulb and was pumping it as the motor was running. This kept it running but it never felt like there was much gas in the bulb. It finally ran on it's own.The bulb feels empty again (still).Sometimes if I take the end off the motor and stick a screw driver in the end of the hose. And pump the bulb gas will come out and then I can get it started.In the hot summer I don't seem to have this problem.Gas pressure?? from the heat. Shouldn't that bulb be hard all the time??
