Gas Tank Floor Cover

I have 92 Searay Bowrider that has the gas tank in the floor with a screw down cover over it.

This cover has a little rot in it and has weakened and I am in the process of replacing it.

The screw down cover is 2 pieces of 1/2" plywood stapled together. It was fiberglassed and carpeted on top. No problems so far.

But the bottom of the cover, the part which lays next to the tank appears to have been painted with something. It's a grayish color paint.

Is this some special type of paint that I should be aware of and that i need to put on on the new piece I'm building? Or would regular paint work?

Also, the original piece was stapled together, any problems with screwing the 2 new pieces together from the underside?
