Gas tank grounding

I am currently working on a project boat. 16ft bass boat. While removing the gas tank I notice there was a grounding strap attached to one of the bolts that mounts the tank to the floor. The strap wasn't connected to anything and it is not in the area where the battery is located. There is nothing in the area where it would make sense to attach a ground strap. Do metal tanks have to be grounded and is so, grounded to what.

Re: Gas tank grounding

Mine is a fiberglas tank. Since it is a dielectric, it can develop a charge and at some point in time that could be released to something like a refueling nozzle and cause a spark and possibly fire.

I guess since I refuel it on a trailer, with rubber tires, there is no connection between the refueling nozzle and ground return to the pump so maybe that's why it works.

There is no real way to ground it like on a metal tank. But they seem to work......lotta boats out there with them.
