Gear shift busted?

Johnson VRO 140 1996. No controls and engine out the water.

The gear selector moves freely and easily between reverse, neutral and forward when moved by hand and i can fee it working the gears.

However, in the majority of instances the gear selector wont move from neutral to fully into forward unless i rotate the prop a tiny amount. It then clicks home no problems and the prop locks into gear. Sometimes same issue with reverse and sometimes no issue depending on position of prop.

Before i buy this engine, does this sound normal or is there something wrong with the gears?

I'm hoping all is ok and that with the engine running the drive shaft will be spinning and this will allow the gears to change freely??

yes, that is normal, in fact, the gears should not be shifted without moving the prop, or the engine running.
