gear shift locks up

hello, i changed the impeller on my 1965' merc 500 when i reassemble (20 times) the lower unit up to the motor the gear shift cable is locked up .i found forward ,neutral, and reverse on the shift shaft but every time i reassemble in forward ,neutral or reverse i can't shift the gears at all. what could i be doing wrong ? and any idea what to try next.seems like they join back together correct but lock up the gear shift at the motor . thanks for any help. i'm gonna try again with the shift cable all the way forward

If the motor is not running try spinning the prop by hand while someone shifts it. sometime the clutch doesn't line up the the gears unless prop is thurning, 20 times seems unlikley though
