gear shifting getting closer

so I have gotten my bottem end back on for the 8th time and I thought I had it. now when the moter is tilted up it seams to shift ok when I move the shift pin by hand without the cable attached, but when I drop the moter down it isn't shifting right. It is not staying locked in, it will ratchet forward. and if I tilt it back up it will shift ok again. Does this have something to do with the reverse lock bar? Or could I possibly have the shift shaft oriented wrong again?

If shifting cable is off, it is easy for it to jump out of gear, forward being the lowest part on the shifting cam. it should ratchet forward when turning prop by hand, and lock both ways when in reverse.
I would put the cable back on, it should keep it in grear.
