I got an older bass boat that has an area where the gelcoat is going.
It feels kinda like sand papper. I have buffed it. it looked really good for about 1 season.
now its coming back and appears to be growing.

is there anyway I can repair the area for good?

yeah metal flake.
its a pretty small area. it feels rough and is foggy.
I buffed it out once and it looked good. Before long it came back.

Re: gelcoat repair?

I dont normally recommend this .. but seeing as you say its a "small area" ..

Get some Clear coat in a can and spray over the repair. Does it look good after that ?? .. Wipe OFF with acetone Before it dries !

It will give you an idea if just clear coating will be satisfactory..

If it looks good then start researching some 2 part enamel or uthane..

Cover the repair area..buff out the gel around the repair..peel off repair cover..spray clear on the repar..then final spray Past the prepped area overlapping some of the buffed area..blend/buff the repair.

You may have to rebuff the outside spray areas a few times untill you reached your prepped surface..

wipe the clear off with acetone only if it dose not look good?

I think your saying to wipe it off as the clear coat spraying is only a test.

Rustoleum makes clear also and you can grab that at Lowes/HD. It did not hold up well on my last boat but for your test, it should suffice and be cheap.
