The top gel is always going to burn faster especially with your dark blue color. But no it's not shot, it just needs to be buffed. A good machine polishing with a 7" buffer, wool pad and proper compound will flatten it back out. Home Depot rents rotary grinders for about $30 bucks a day. The wool cutting pad is available at any auto body supply. Tape over your tape stripes and hull reg #'s with masking tape to protect them as the cutting pad will rip them off if you get them too hot. Don't hit the rub rail with the buffing pad as it will get torn up also. Don't buff it in direct sunlight, and do small sections at a time. Don't let the compound dry, wipe it off immediately as it's a total b**** to get out of dark blue after it dries. Top it with a good marine wax. With a dark color like that, you'll want to do it probably every year as it gets water spots and fades very rapidly even with a good marine wax.
