getting shocked!

My name is Lou.
I have a 1999 seafox 192 center cosole with a 1999 johnson 150 oceanpro. About 2 weeks ago I took the boat out and had the following things occur:
First the trim/tilt stopped working, and then you would receive a shock from the steering wheel throttle control even from the small amount of water inside the dry storage where I keep the ancor. The motor was running fine. It had just been rebuilt 25 hours ago. I had the power pack and sensor replaced at same time. Once I shut down the motor and ancored the boat the shocking stopped. After fishin awhile I pulled up the ancor to leave and the motor will turn-over but not start, also the trim relays come on but the trim motor won't work. Seems if you wait about 20 minutes the motor will start, idle fine, however as soon you put it gear it dies. While waiting on sea-tow I installed new plugs, checked for spark, seems ok.
Where should I even start to correct this problem.

Loose ground wire? It's probably a simple fix, however, it's going to be time consuming to track it down. sorry I can't be more help

Seeing where you're at in a good salt water area I'd check every ground wire on the boat and the mtr for being good,clean and tight. You're getting feed back from something for not being properly grounded.
