Getting the muffs to seal

When using the muffs on my Suzuki 25hp outboard, water does not spray water out the small output port at the back when the engine is running. When I run the outboard while submersed in a large tub of water, a stream of water is present (as it should be). The muffs are new and I use them with the hose wide open. Obviously, some water leaks out from around the muffs. How tight of a seal do they need? Why won't the water flow through the cooling system the same way as when its submersed in the water?

When the outboard is in the water, the water is creating backpressure, so some exhaust will come out of the relief port. On the muffs you might see some but it will be a much smaller amount, since everything is going to come out of the normal hub exhaust since it isn't under 2 feet of water.

I was able to get the muffs to work on my motor (30 hp Mariner) by (before trying to stat) (1) squeezing the muffs against the water intake so most of the water went in; and, (2) holding the muffs in position until I heard water gurgling/rising in the lower unit. Then, keeping the water running, start the motor. Worked for me - good stream out the tell-tale.
