Gonna need to be more specific here. Are you saying that it's not draining, as in it's clogged? Or that there is no actual drain installed in the compartment?

My 2006 has a small hole in the front and rear bulkheads so it drains into the bilge. I had to run a rod through it under the fuel tank to clear it out. Drains fine now.

sorry, no actual drain in the compartment. I've been told that the 2003's??? Can you help?
