GluVit Question

Someone may have used Gluvit or a similar product on the 16' Naden aluminum runabout I'm refurbishing. Whatever it is, it's a real pain to remove. The only thing that seems to work is a wire wheel. How clean do I need to get the rivets and seams before I can apply GluVit?

Also, should I acid etch prime before applying this product? Any help would be appreciated!
