goofy, intermittent problem surge/wont go over 3300rpm

90 johnson 150gt vro bypassed I have this goofy is issue heres what happens. boat starts runs fine. when trying to throttle up sometimes wont go over 1100rpm chugs and surges and will die if pressed farther. but pushing the choke in sometimes helps surges up to 2000rpm. but i noticed when someone is running the boat and the problem occures i will get back by the motor with the cover of, if i move the primer solenoid red handle/mess with it it will start running fine and continue to until shut off then problem happens again. ALSO boat has never gone over 3300rpm still fast but i believe this model should go 5500rpms? so im guessing the primer solenoid is acting up? or carb issue? primer solenoid gets voltage and clicks when testing. also carbs have been rebuilt new fuel pumps etc any ideas compression spark plugs all the basics have been done this year

You may have more then one problem, but the first thing to check is stator charge coil voltage to the power pack.
