Got moved? 4.3 V6 WOP 3900 RPM 43 MPH why?

OK not sure why this got moved as I do not know if it is a prop problem? At WOT my friends 2004 195 Bayliner with a 4.3 V6 does about 43 MPH and is maxed out at 3900 RPM. The Oil pressure is fine as is the temp etc, but we just can't get any more RPM. it has 14.5X19 prop on it. The manaul says it should hit between 4400-4800 RPM. What do I look for? Could it be it needs a tune up?

I moved it as you know . . . Not always clear, and I agree that we don't know (probably isn't) if this is a prop issue. However, we don't do engines in this section and the process of determining what it is is kind of a prop topic so I put it there. Locking this one . . .
