Can you move the motor by hand, actualy grab it and push it side to side? If not, try disconnecting steering and if it still wont move then it frozen at the steering arm, all it is s a metal rod inside a sleeve and it has to be lubricated. Mine froze after one year and the boat was new. I had to use a block of wood and hammer and tap it open then I lubricated the arm and them knocked it back and forth till it freed up.

Completely unscrew the nut on the motor's through tube and see if you can move the cable in the through tube by hand by pulling it out by the casing . It may be a case were the nut was over-tightened and "crimped" the through tube to the end of the cable.

If that's not it, go to the helm and undo the quick disconnect but don't pull the cable out. Then see if the wheel moves the cable when not secured.

Also see if the cable is bent too sharp and is binding somewhere along the line.

If all that fails, then the next most common problem is some object from the fouth dimension has materialized in the same space/time continuum as your cable. This usually results in a continuous nonspatial whole or extent or succession in which no part or portion is distinct or distinguishable from adjacent parts. This yields the cable useless. Happened to me twice. :D
