Based on what I can determine in the photo, I think that boat would take to a 20-25hp nicely. You might be able to push your luck to a 40hp, but I think that might be on the very optimistic side. Usually you can determine approximate HP rating by a mathematical formula that uses the beam width and length to determine the highest rating you should go to.
The boat should have a capacity plate somewhere on it listing the max power, or if it's too old the manufacturer should be able to tell you, or if they're out of business the coast guard has published a guide for backyard boat builders with a formula in it to determine the safe limit:
I can't tell much from looking at the picture, so the boat might take up to a 20 horse, or it might be overpowered with a 10 horse. Hard to say. Per the formula we'd need to know the boat length, hull shape, and width of transom. There's another part to the formula for larger boats, but you probably won't need it.
