Model year guide at "http://www.discount-marine-parts.com/" without the (") marks.

Probably an Eska. Yes parts are hard to get. Don't pay much for it.

I would say that is to high for a 5.5, here they are selling the 15hp models for around 275. I bought my 7.5 (1984 model) for 54 bucks.... Most parts are unavailable, you have to source anything through ebay and the likes, manuals are even harder to get. It is air cooled for the engine, however the shaft is still water cooled.... The game fishers are rough, rattle, and noisy... But a dependable motor for the most part.... I would say to keep searching if he won't come down on the price any, after all it is a 5 hp motor. I take it its going on a smaller john boat, for 200 bucks you can by 2 batteries and a 40lb thrust trolling motor that will move you about the same....

Stick with a more mainline motor. The Evinrude/Johnson 5 to 10 hp comes to mind. From the early 50s to the late 60s or 70s.Smooth,fairly quiet, easy to work on,new and used parts are readily available.
