Grounding issue/starter issue...1988 60hp Evinrude

Well, atleast I think it's a grounding/starter issue! Just had the motor rebuilt and have been out a few times so I was hoping it was just a cable that came loose from re-assembly, but does not appear it is so. The motor cranks over really slow. Batteries both fairly new and fully charged, 12.6 and 12.64 volts. To single out the batt switch I bypassed it and connected one battery straight to motor start pos and neg. Still cranked slow. I thought maybe starter was going bad and decided to try to tap it with a rubber mallet while the motor was cranked, to my surprise sparks started emitting from around the starter shaft and the starter gear teeth were sparking/arcing on the flywheel, I also noticed at this time that the negative terminal stud on the motor was HOT and the neg term on the battery was fairly warm. At my friends suggestion I removed the starter and cleaned where it mounts to the engine block since that is how it gounds, reinstalled, and it started right up. Went ahead and took it out on the water and ran all over for a day, seemed to be it?!?!

Well now it is back to a slow crank. So tonight I decided to bypass the main batt cables to the motor thinking maybe they are bad and used two of the jumpers from the dual batt setup to go from one of the batteries to the motor. Still a slow crank and sparks from bendix gear to flywheel and out from around the starter shaft and hot neg stud on the engine block...

So I guess the main question I have, is the starter bad, is there some other grounding issue going on????

I think you have a bad starter. Rather than buy a new one, most auto-electric shops (aka alternator/starter rebuilding shops) can fix it for you much more reasonably. That might be a toss up however depending on what's wrong internally. If it needs an armature or if the field windings are bad then perhaps a new starter is a better route.

If not mistaken that engine has a ground stud in the exhaust cover. Remove the stud, clean out the treads in the cover and on the stud!!
If a grounding issue, you may do a test by grounding directly at the starter first.

Too much paint after a rebuild can do that. try putting a jumper wire from the starter case to the battery neg. post. If that fixes it remove the starter and clean off some paint

Thanks for the suggestions! I'm going to take the starter to a rebuild place I've used for many other things, but they're not open till monday. In the meantime I think I will try jumping the starter case to the ground to just make sure it's not a grounding thing. Thanks again!
